11-04-21 同步小区在切换中应用，但什么是同步小区呢？在国标中没有定义，因此说法就很多，有人认为不同基站时钟同步就是同步小区，也有人认为TA值不改变就叫同步切换，否则叫非同步切换。
《TDMA空中接口技术》中讲到“信号延迟低于原小区为同步小区，信号延迟高于原小区为非同步小区。”根据规范04.08中定义，同步切换发生条件是 “If the mobile station knows that the timing advance with the new cell is not out of range, i.e. smaller than or equal to the maximum timing advance that can be coded as specified in GSM 04.04, or if the new cell does accept out of range timing advance as indicated in the HANDOVER COMMAND message, the mobile station proceeds as follows.”
此外，在05.10中提到了同步小区和异步小区，讲到同步小区可由移动台来计算新的TA，异步小区需移动台和新基站同时计算新的TA。
综合以上信息，所谓同步小区就是TA小于或等于原小区的小区。
